ITC to Impose Duties on Oil Country Tubular Goods from China
Dec. 31, 2009 The U.S. Department of Commerce will issue a countervailing duty order on imports of oil country tubular goods from China.
The action is the result of the U.S. International Trade Commission’s finding this week of real or threatened material injury to a U.S. industry due to imports of these products from China, which the Department of Commerce had previously found to be subsidized.
All six Commissioners voted in the affirmative. Chairman Shara L. Aranoff, Vice Chairman Daniel R. Pearson, and Commissioners Deanna Tanner Okun and Dean A. Pinkert based their affirmative determination on threat of material injury. Commissioners Charlotte R. Lane and Irving A. Williamson based their affirmative determination on present material injury.
Petitioners for this case include Maverick Tube Corp., Houston, Texas; United States Steel Corp., Pittsburgh, Pa.; V&M Star LP, Houston, Texas; V&M Tubular Corp. of America, Houston, Texas; TMK Ipsco, Camanche, Iowa; Evraz Rocky Mountain Steel, Pueblo, Colo.; Wheatland Tube Corp., Wheatland, Pa.; and the United Steel, Paper and Forestry, Rubber, Manufacturing, Energy, Allied Industrial and Service Workers International Union, AFL-CIO-CLC, Pittsburgh, Pa.
